Teachers unions file complaint over 'pay-to-play' allegations involving charter school supporters

Two Massachusetts teachers unions have filed a complaint with the Securities and Exchange Commission alleging a "pay-to-play" scheme related to financial firms whose executives donated to pro-charter school ballot committees. Gov. Charlie Baker is a supporter of the charter school movement, and the firms have contracts to manage state pension money.
