Education Reform group says school turnaround program has been ''hollowed out''
An education reform group says New York’s school turnaround program has been so “hollowed out” that it’s barely improving the state’s lowest performing schools. While the Receivership program offered initial promise by, theoretically, allowing low-performing schools to be turned over to outside entities, that drastic step has yet to be taken, according to Democrats for Education Reform that issued a study on the program.
