NYC, union trade harsh words over plan impasse

The issue of teacher evaluations, which has been contentious around the country, brought New York City and its teachers' union to an impasse and harsh war of words that has put the city at risk of losing up to $450 million in state aid and grants.

Jan 18, 6:00 AM:

City and union can't come to agreement on new contract that includes performance-based evals. Missing Jan. 17th deadline means loss of $450M, which is just fraction of 20 billion dollar budget. Each side plays blame game.
