Teachers' merit-pay debate not dead yet

The new bills in Florida would tie teachers’ evaluations to their students’ academic gains, as measured by tests, and then would use those evaluations to dictate employment and pay. It would differ from today’s system, in which 99 percent of teachers earn satisfactory evaluations, according to the Department of Education.
