Changes planned to Boston system

The Boston public schools and the federal government have reached an agreement to ensure that students who are learning English receive the help they need to overcome language barriers, the school system and government agencies said Monday.

Boston (MA) schools and feds reach agreement to make sure ELLs getting help they need. System found to be violating students' civil rights by not offering special instruction. Doesn't say how this impacts state law emphasizing lessons in English.
