Law, draft policy indicate: One does not simply deny a charter school in WV

Seeing as charters draw students — and their associated state per-pupil funding — away from traditional public schools, county board members may be predisposed to reject them. Other than during state takeovers — when the unelected state Board of Education can approve charters in a county and convert public schools into charters — elected county school board members will get to approve or deny applications to create charters.
