Education experts advise Idaho to regroup, move on, work together

Superintendent of Public Instruction Tom Luna and Gov. Butch Otter succeeded in stripping teachers of much of their collective bargaining power, ending tenure, and enacting a modest pay-for-performance plan. But lawmakers rebuffed the plan's most ambitious aspects: technology mandates, cutting teaching jobs and raising class sizes.
