Budget pain spread around, and down

According to budget documents, basic aid for primary and secondary education would be cut 12.1 percent next year, and another 7.6 percent in 2013. The cuts largely stem from a loss of federal stimulus money, which accounted for $457 million this year, and another $736 million lost by the state accelerating the phase-out of reimbursements for the eliminated taxes on inventory, equipment and utilities.
